Every app starts at 10 seats, and Dory at 20 participants per event plus 10 hosts. Fewer than that is still billed as the minimum.
You pay for the seats you choose, not for everyone in the workspace, and changes are prorated. Taking a seat from someone leaves it free for somebody else.
